Giuliani was tonight\'s 3rd \'Worst Person in the World\' for Rudy\'s claim that he cut or eliminated taxes 23 times as mayor of NYC. The problem is 4 of those the tax cut was initiated by others, one he counts twice, an at least one of the cuts was actually one that passed but mayor Giuliani opposed and tried to prevent. \
